EDIT: I can upload file into this folder (shorturl.at/ayDI0), but after Save, still get “No file is attached with this package!” and if I back to backend, there is “No file uploaded yet! (shorturl.at/anv37). If I go throught FTP, I found the file on server

Try to reupload files into
public_html/wp-content/uploads/download-manager-files

I had same problem, and after reuploading files everything works fine
