I found that when I upgraded from free to paid, it doesn’t add access automatically. Add the user type to allow access and it now seems to work. I also found that some document names I was uploading didn’t work, probably because there were spaces in the document name or special characters. Once I renamed the document before I uploaded it, it now seems to work.
