So there isn’t a way to do it using the Download Manager Plugin on its own?

I did notice that on my settings, I don’t have the Front End Uploader page selection for a page like the example in your link does

I have, yes. Thank you. However, when my test user logs in, all I see is the dashboard with no upload link in the left nav menu.
