I had same problem and I fixed it temporally.
Downgraded from my backup to 5.3.6, the error was fixed.
If you have a backup before Apr 22, Pls try it.

I created manually ./wp-content/uploads/download-manager-files directory and re-tried to upload some files.
The files are exists the dir and could download from its page.
