I discovered an .htaccess file in the root of \download-manager\

The contents of the .htaccess file were:

IndexIgnore *

<Files *.php>
deny from all
</Files>

I removed this text and the icons started working again.

I tried that fix it did not work. What worked for me was clearing the cache and deleting all stats data. I no longer get the “critical” error. I suggest if anyone else is having this problem to try that. These options are found in the privacy tab of settings.
