Same exact problem with Versión 3.1.03. Donwload buttons don’t do anything, except when logged as admin. Resolved deleting the cache in WP Fastest Cache plugin (including minimized CSS/JS). It’s important deleting JS cached too, only deleting page cache doesn’t work.
