I was able to get </br> and also </p> codes to work. Thank you for your help. We can close this case.

I added 2 more paragraphs to the test you setup. When you click on download, you will see that all 3 paragraphs just run together – no linebreaks.

I was “sort of” able to fix it by using Headline 3 style for the subheads. There are still line break issues, but it is better. Any thoughts?
