In a package assigned with a particular category, if I have nothing at all entered in the ‘Allow Access’ setting (for the package) does then the Category Access Permission work assigned to that package restricting access via the role restriction for the category?

I was confused as the role is also assigned in Categories.
What does the Categories role assignment do then because the description for the Category role is;
Select the roles who should have access to the packages under this category
