Yes, the new packages show up in the back end. Just not the front end.
As I said, I cannot give you access to the site. It is behind a firewall. I tried deactivating the plugin and setting it up instead on a public-facing site to try it, but it tells me the license key is invalid.
I will probably try to create the functionality I need with ACF’s form capabilities. It has a much nicer interface for user frontend submission, and I can have it submit to the wpdmpro posttype.

When I create a sample package as administrator and then click All Items, still nothing shows up. The previous packages were not created by the administrator account, but I would assume that the administrator would be able to view all packages regardless.

I figured out it wasn’t working because I was disabling bootstrap.js in the general settings for the plugin. Not a very graceful failure.

I just updated to the newest version and this problem is still not resolved. It occurs even with no other plugins activated, twenty sixteen theme. I am using Firefox and Chrome, same problem with both on two different sites. I have had to go in to the actual WP database to remove the file connections since removing a file from a download doesn’t actually work.
I just tried this on a completely vanilla installation with Twenty Sixteen theme and no other plugins activated. Same behavior. It is impossible to detach a file from a download.

As I said before, I cannot give you access. There are security issues that prevent it. Can you please tell me if there is some sort of Javascript that might be conflicting with the latest WordPress release, or please point me to the part of the code that should be removing the file?

Hello, I’m afraid you misunderstood me. I am not trying to actually delete the file from the server; I am just trying to remove it from my particular download. Here’s what happens:
1. I have a download set up with name, content, etc., that has a file attached to it.
2. I click the big red X and get the “Removed” success button.
3. I click “Update”
4. The file shows up as still attached again.
Thank you. I updated and that solved the problem. I had resisted updating earlier as an earlier update had broken my site, but this current update works fine.
