Files are definitely not being copied over to the uploads/download-manager-files location.

I am right now running the website locally until I get it ready and will push the database, the data and everything over into a public domain. The user should have access without a problem, but haven’t found any documents pertaining to files being stored in a “uploads/download-manager-files” directory.

Is that a relative path to the root of the wordpress website? What is it relative too? Right now, I don’t have that directory in any of my wordpress path.
