I use WordPress Download Manager and Premium Packages Plugin. When someone pays with PayPal, it goes to PayPal, takes payment fine, but when it returns to my website, the green bar stays stuck on “Completing Order” and it never actually lets the customer download his package.
Please, give your temporary wp-admin login details in a private reply for checking the issue.
