Using DM shortcodes as Links?

Is it not possible for me to use a DM shortcode as a URL link assigned to a text string in a post or on a page? I’d like the text link to be the download link for the document but whenever I do that I end up with the word “Download” somewhere else in the paragraph and the link does not function as expected.
