Role Access Control not working for paid packages

Hello,

When I restrict a package to a role (either one the package itself or via the category) the role access control only works in the package is free. If the package is paid then all roles can purchase it.

Please let me know if this is by design, or if there’s a fix for this. Currently I am using workarounds in the PHP template.
