restricted access on subcategories

Hello
is it a bug or a free limitation ? It seems that any item I place under a subcategory cannot be downloaded. permissions are same for all items. Eveything is ok for item from 1st category level, but once item on sub category, it cannot be downlaoaded anymore ?!

I noticed I have to check the parent category to make it work. if both parent and child category are checked, document can be downloaded, if only child category, document remains restricted
