Replace File/Upload New?

So I must be missing something. How do I upload a new file to replace an old file?

I thought I could just drag/drop a new file on the uploader, or “delete” and upload a new file, but I now see it has been adding the file over and over. I use the Download Manager file system, not the Media Library.

If I were using Media Library I could just use the “replace file” feature, but I am not seeing that in Download Manager.
