1. Is there a way to modify the downloads page so it does not show “previous post” “Next post”?
2. I am not sure where to grab the link for the page to provide to a user other than copying the slug.
Is there documentation for the plugin?

#1. Previous/Next is coming from your theme, please ask theme developer to remove those.
#2. not clear, may you please explain little more. ( you can use http://www.wpdownloadmanager.com/download/wpdm-extended-short-codes/ to generate short-code, if your issue is short-code related )
