Redirect to Login Page

I am having issues with a page redirecting to the login screen.
When you click on the “Partner with us!” button on this page: http://iamnot.org/contact/, you are directed to the wordpress login screen.
This button should direct you to the page: http://iamnot.org/partnerapplication/ where you can download a document. When I log in, everything works fine. When I use another browser or computer, I am forced to log in.
I looked through the permissions for the file and it is set to Guest. I assume the file is locked which is why it is password protected.
How could I free up this file?
