Putting files into catagories

I have 3 catagories. I would like to put a number of individual files into each catagory. Then I would like to put each category short code in a widget so it displays on a side bar. I’m hoping that when the category is clicked, the individual files will be displayed for download. Getting the files into a category seems problematic. How is it done?
