I want to know if there is a limit of how many packages I can create.

Hello @jrpajr,
Hope you are doing great.
There is no limit in creating packages however you can attach/add only one file in the WPDM free version where multiple files attach/add is possible with the WPDM Pro.
Let me know elaborately what issue you are facing exactly.
