Hi,
I’ve received complaints regarding not being able to download these PDFS: https://newhavenjewishfoundation.org/welcome/annual-reports/
Complaints are either the Download doesn’t complete, there is an error that says failed-network error, or the PDF downloads but opening yields error failed to load PDF document.
Allow Access for all three files is set to All Visitors.
I’ve tried disabling Resumable Downloads and Output Buffering.
I’ve checked with the host to make sure there’s no download limit.
Can you please provide some guidance on why this is happening?

Hi, on the sample page the PDFs are not downloading if I’m not logged in. When I’m logged in the PDFs are downloaded.

I have checked your problem with this page https://newhavenjewishfoundation.org/test-page/, there is a possibility that the firewall is causing the issue. You can find a solution here. BTW I can download a small file, you can also check PHP max execution time and memory limit in php.ini.
