Make display of Cart Discount and Subtotal rows in Cart configurable

I recently editied te the Cart template file to remove the Cart Discount and Subtotal rows from the display as they are not useful in my store and just make the Cart display look cluttered.

It would be nice if the display of them was configurable as I see from looking in the template that several other items are. Maybe a couple more configuration fields in the Premium Package setup screens in admin.
