I installed the free version of the Download Manager plugin and got everything set up and configured the way I want. However, I realized I am unable to change the link template because it is missing from the Package Settings tab. Please advise.

Hi,
You can specify link template with shortcode, please use tinymce button add-on to generate shortcodes:
