Is Adding Download restricted to admin only?

Hi,
When I tried out wpdownloadmanager I saw that only as admin I am able to add new downloads. Is that correct or is something not working?
Can someone help?

Yes you can add download with admin only in the free version as there is no front end file manager currently.
