How to redirect from "permission-denied.txt" to a WordPress page?

I’ve been trying to redirect users who don’t have permission to download packages to a specific page, rather than being served the “permission-denied.txt” file, but I’m unable to make it work.

I’ve tried the methods in the documentation and other methods in the forums, but none of them seem to be working. Is there a way to do this in the actual plugin settings, or through PHP?
