How do I set a password for downloading a file?

Apparently at one time I figured out how to do this because I have a file that has a password set on it. But now I cannot seem to find this any more. I cannot change the password on the file that has one already and I cannot figure out how to add a password on a new file, either. I have searched the documentation and forum for “password” but to no avail. Please help.

You can enable password lock from Package Settings meta box Lock Option tab.
