Getting: "You cannot browse this page because it is restricted."

Hello,

We’ve been gettin an issue lately where some of our files that are uploaded, when the ‘download’ button is clicked we are getting this error that “You cannot browse this page at “url.com” because it is restricted.” I can’t find any restrictions anywhere.

What would cause this? Thanks!

Note: It doesn’t happen with every user. It’s not even consistent with users with the same permissions.
