Generate expiring links for file downloads

Besides limiting how many times they can download the file, I need a way in the package settings or somewhere to put a set number of days the file is accessible before the link expires for them. This time frame will be unique for every visitor to this page just like the number of downloads is tracked by the persons IP address. If each person has 3 downloads that’s it.

If one person has access on say 6/2/19 I can make it expire in 90 days for example. Another person comes on 6/5/19 than they have 90 days to download. So forth and so on. Each person has 90 days.
