Files can’t be downloaded

Dear developers, I’m using and recommend this plugin for all my sites. But now I need your help.

My site has PDF files (and I’ve already configurate the file types in configuration)

I’ve already deactivate all my plugins, fot test, and nothing happens, when i clic download the file just change the url for https://crv.com.br/download/modulo-de-oportunidades/?wpdmdl=13586&refresh=65a685aecc35b1705412014 and nothing happens, can you please, give me any kind of consideration for this?
