Feature request: Send e-mail to user when download is updated

Hello,

I have the following feature request:

When providing software downloads through WPDM, there may be instances where informing users who have previously downloaded the software is of paramount importance (such as a critical bug that requires the user to update their software as soon as possible). Right now it is hard to find out who accessed a specific file.
A feature to send an e-mail to every user who has downloaded a specific file would therefore be greatly appreciated. Please consider reviewing and adding such a feature.
