please set uploads/download-manager-files dir permission to 777

still have problem.
Error upload when use chinese name of file.
English name is ok.

the issue is related to your wordpress installation or server, I tried to upload the file from here http://…..com.tw/wp-admin/media-new.php and it is simply renaming the file.
