Downloads Stop Working after Updating 3.1.03

My downloads stopped working properly after updgrading to 3.1.03. When I click on the download button, the page opens a new page with the exact same download screen. When I turned off “Lock Options” “Must Agree With Terms” the download works. This is Microsoft Edge. Firefox works properly. I cleared browser cache and the download seems to work again. I have never had to do that before after a plug-in update.

Also, my download list no longer appears in my page correctly. I am using the shortcode
All Legacy Files [wpdm_category id="legacy-self-extracting-zip" items_per_page="20" order_by="title" order="asc"]
The items appear in a column of 3 instead of a straight list with a set of buttons to sort by.

I was able to solve the file list issue by adding cols=”1″ to the Shortcode

I thought that I had this resolved. On computers using IE (legacy) I still have an issue if I use Terms Lock. Once the download button is pushed the browser opens a new page (Tab) with the exact same download popup and button. The file is never downloaded. I have cleared the cache and still experience the same issue. Is Download Manager no longer compatible with Internet Explorer?
