The page that hosts all the download links is only accessible to admins of the site. Normal users are asked to login, but when they do the page refreshes and still asks them to login in an endless loop. However, as far as wordpress is concerned, the user is actually “logged in” their account on the first try, but WPDM doesn’t register it as such. I don’t know when this problem started, but it should be quite recent and there have been no changes to the site. What could cause this problem? When an admin logins, the page works correctly (refreshes and lists all the downloads).

Sorry to hear about the issue.
Sometimes cache plugin can cause the issue.
In this case, I would suggest to clear the cache and deactivate the plugin to rediscover the issue. I hope it will solve the problem.

I tried your suggestion and deleted all site caches including plugins and theme, css etc. But it still doesn’t work.

Sorry for the delay because of the weekend.
However I found that you used this shortcode.
[wpdm_all_packages login=1 items_per_page="20" order_by="title" order="ASC" cols="title|categories|update_date|download_link" colheads="Titolo|Categoria|Aggiornato Il|"]
In this shortcode just remove the parameter login=1 to show downloads without login.
However, the cache plugin was causing the issue. I have deactivated that, it fixed the issue with a new subscriber role I created.. In this case, it would be appropriate to make an exception for the wpdm page of the cache plugin or disable/change the cache plugin to recheck the issue.
