Download manager generating a huge number of temporary files?

Hi, My WordPress site has now over 11000 files and the backups will not work. I remember in the past about 2 years ago running into this and it seems to me that these files came from Download Manager and could be deleted after a time. Of course I cannot find the documentation about this now.
Is this the case? If so where are they?

You can find all the files inside the uploads folder. wp-content > uploads >download-manager-files
