I have a site in wordpress, through Health Check it tells me that the plugin Download Manager has the following error:
The loopback request to your site failed, this may prevent WP_Cron from working, along with theme and plugin editors.
Error encountered: (0) cURL error 28: Operation timed out after 10000 milliseconds with 0 bytes received

I have the same issue. All other plugins that I have installed show no problems with loopback. Disabling Download Manager alone then retesting shows loopback and REST API successful; activating Download Manager causes both to fail.
