On my website, I have a couple of links to hand out PDF files. Everything looks good, but when you click on the link, nothing happens. The site looks like it is doing something, but then nothing. In the plugin, it even registers as a download.
Before I even got to that point, I had to navigate to teh files in teh CPanel and set the permissions to 755. Previously it would send to an error page.

Also, please share the related page/file/package URL with us where the issue exists.
However, it will be very cooperative if you record me reproducing your issue using a tool like this?
It helps me to quickly figure out the issue and squash it immediately.
