Try to download from https://wordpress.org/plugins/download-manager/ with fresh installation, it may work
@webmasterstinsonclub-org, the page is looking like that due to your monitor size ( too small ). Please click on the screen options on top right corner of the that and hide some unnecessary columns, then it will looks fine. Ex:
