Users are allowed to download without logging in despite necessary settings made

Please see the data table here – Download button doesn’t appear to non-logged in users and it’s good because I want only logged in users to download the file. However, when the user click on the file name on the left side, it goes to file details page which is allowing the users to download the file without logging in. How to solve this issue? Please help. Thank you.
