Compatibility with ios (Safari on iPad)

I am working on getting videos available to be downloaded by my end users. These videos are uploaded using the download manager plugin from WordPress, These videos will download on google chrome, android devices and windows devices. I cannot get these to download on safari. The download will start and then it stops and greys out. I can hit restart over and over and eventually it might go through and fully download. These iPad are locked down on screentime but its not the issue as i have removed it. I have tried multiple different types of iPad, iPhone and mac computers. Safari will not work properly with this plug in. Unfortunately its the only plug in i can use due to the size of the videos. I have also tried multiple different Wi-Fi connections. Please reply with how we can get this to work properly. Thank you
