can't upload file

I am now accessing the download manager with free version. I found out that i can only upload the file with my the account i installed the plugin. I can’t access the java script files to run the upload process with another user name even with it has been given with administrator’s priviledge. PLease see the difference of attached files for using same browser but with the look of the attaching file part with 2 different admin logins:

Admin-A.png is the screen capture of the admin A logging in without the uploading box
Admin-B.png is the screen capture of the admin B logging in but with the uploading box for me to upload file.

May I know if this is the limitation of the free version or is it something wrong with my setting?

However, it is strange that it works on one admin but not other admins, is that about the settings?

I tried to disable qtranslate, and seems it worked on other admin too. But i need that plugin to be activated, so any workaround for this as it works on one admin?
