Can't download files that have a Polish character in the name

Hello,

I reported the same bug on WordPress forum but there’s no way to send private messages there so I’m just gonna paste it here as well.

If the file on the server contains any of the special letters from Polish alphabet (ł,ź,ć,ś,ż,ę,ą) it returns file-not-found error when trying to download.
