Allow 'Editor' users to see Subscriber list

My client wants to be able to see the list of subscribers (we have an email lock on downloads), but I don’t want to give him Admin access.
I’ve tried using the User Roles Editor plugin, and activated all these permissions:
user_can_add_new_download
user_can_config_downloads
user_can_edit_downloads
user_can_view_downloads_log
But nothing has changed.
