Replace File Automatically Once Download Limit Is Exceeded

I am attempting to create an automation in which a file is replaced with a new file once the download limit has been exceeded.

For example, if the download limit is 1, once this file has been downloaded, I would like it to be automatically replaced with a new file.

Is this a possibility or has anyone figured out a way to do this?
