If a user downloads the same package file 3 times, the current version of the Download Manager Plugin treats each download as a separate download (i.e., its counted as 3 downloads). Please add an option such that the Download Plugin does not count the same file as more than one download if the user downloads it multiple times.
The reason why this is important, is because someone might view the file on their phone and later want to download it on their laptop. Or they might click the file to download it and not realize that it went into their downloads folder and then try to download the file again. It is not fair to the user that they end up using up multiple download credits for accessing the same exact file.
