No, the idea is that the role is applied to a specific package. We create custom roles (plugin User Role Editor) and want limit access this new role to specific packages.
Because we already added frontend-access-rules to a package (who can see the package), I thought we could use this information also for the backend. So when a package only has administrator role to see, we should also show this only to administrators on backend. Perhaps for administrators, all packages should be visible (like it is now for every user).
