Cannot upload Files >10MB

Hi.

WP4.1
Incarnation Theme
Download Manager 2.7.87

I am uploading an MP3 file. If it is about 8MB, it uploads fine.
Then I try a 16MB file, and it just hangs once it has fully uploaded. It used to give some error when moving the file from the temp folder to the other folder. But it no longer gives the error. It Just hangs.

I have tried Several files, Even Downgrading my WP, and Reupgrading.
I have done the Migrate steps.

This has only been for the past 2 weeks or so, and it is only files that are >10MB (somewhere around there)

Please can you help, as it is a website for my church.

It is something related with your server, wpdm have no limitation on file size and the uplaod process is totally handled by wordpress’s native library code.

This is the error message I was getting before

I am still struggling with this.
I have checked with siteground, and they say the max post size are both 100MB.
I have confirmed this with a plugin that checks (and allows me to set) the sizes.

Sometimes I do manage to upload a large file (greater than 10MB), but most of the time, it shows the upload bar, which gets to 100%, and it shows the file upload is complete eg (2015-02-10 Delete Me 88- Ps Larry.mp3 (28.7 mb/28.7 mb)), but that is where it stays it does not pop the filename to the top like it normally does.

Wordpress version is now 4.1.1 Running Incarnation Theme,
Download Manager version is 2.7.88

I have turned on WP Debugging to debug.log and have also installed the debug bar.
What it shows is as follows :
